What is the problem in my marine aquarium ?

your protein skimmer will not remove phosphate it helps take ammonia and nitrite, fish waste that's it. phosphate comes from many things but most likely your tap water. i would get a tap water filter. i bought mine at drsfostersmith.com it is good for a nano tank. it cost around $37 with out shipping.
