Landlord/Tenant situation, Can my landlord allow 1 resident to keep 2 dogs & prohibit other residents from..?

Landlords have the right to restrict pets even if he treats tenants differently. That is not discrimination under the federal law. Most Section 8 buildings dont allow pets except for therapy or service dogs. If you got a certificate from the doctor that she is an emotional support dog, he would have to allow you to keep her. That is the same as a medical necessity. Under Fair Housing law, you can have an emotional support animal if a doctor certifies it for you including Section 8 tenants. I live in a Section 8 building and one of my neighbors did this.
