Citigroup blocks Wells Fargo's purchase of Wachovia so that their FDIC-supported deal can be legally fought?

i understand there is a clause in the contract that forbids wachovia from entering into talks with others to purchase the corporation. however, i read that shareholders must approve the deal in order for the purchase to go through. writer was wondering if the public will rebel if the governemnt rules against the washovia/wells fargo deal, feeling the government has unnecessarily interfered in a deal that would most benefit the the crisis and in addition ask 'did we really need the bailout?'.
